Brief
This project involves the electrification of the entire length of track no. 270 from Rudoltice in Bohemia to Lanškroun. The electrification will be implemented with a view to future conversion to 25 kV AC (50 Hz) as part of the adjacent track 019 from Česká Třebová to Přerov, but until its realization, it will operate on a 3 kV DC system. Safety equipment will be installed, including ETCS Level 2 with benefits such as diagnostics and data transmission to the maintenance location. The safety equipment will be remotely controlled from the Central Dispatching Point in Přerov. The remote control workplace will be from the RDP in Česká Třebová. The project includes the construction of the Lanškroun station, track safety equipment, and new safety measures for level crossing P6646 at km 0.913. New communication equipment will be installed, including a camera system and information system. Coverage of the GSM-R radio signal will be checked, and if necessary, a Base Transceiver Station (BTS) will be constructed. Two new ground facilities will be built as needed for communication and safety technology. The project will also involve high-voltage technology, modifications to the railway superstructure and substructure, extension of the platform at Lanškroun station, a level crossing, a bridge, and 8 culverts. This public contract also includes the provision of related project activities, specifically the preparation of project documentation for the construction. Project documentation refers to the creation of Project Documentation for the construction permit of transport infrastructure (DPS), preparation and submission of an application for the issuance of a project permit, and the creation of Project Documentation for the execution of the railway construction (PDPS). The documentation at the DPS level will be prepared in accordance with the details and scope of Annex No. 1 of Decree No. 227/2024 Coll., on the scope and content of project documentation for transport infrastructure construction, which will be used as documentation for the issuance of a project permit (construction permit) according to the Building Act. For the purposes of discussion, especially within the Railway Administration, the state organization (SŽ), the content of the DPS documentation will correspond to the details and content according to Annex P5 of the SŽ SM011 directive, Documentation of Railway Administration constructions. The documentation at the PDPS level will be prepared in accordance with the details and scope of Annex No. 3 of Decree No. 227/2024 Coll. For the purposes of discussion, especially within SŽ, the content of the PDPS documentation will correspond to the details and content according to Annex P7 of SŽ SM011. The project documentation will determine the material, construction-technical, technological, spatial, and operational properties of the work, considering the impact of the construction on the environment, and will allow for the creation of a work list with a measurement report, a detailed itemized budget for individual construction parts (SO) and technical and technological equipment (PS), and a summary budget as a basis for partial invoicing during the construction execution. The project documentation will respect the approved documentation for the project intention "Simple Electrification including ETCS of the Rudoltice in Bohemia - Lanškroun track, including approved investment costs. The project work includes all activities and documents ensuring comprehensive public law proceedings, discussions with owners of affected real estate, and securing all necessary documents and certificates required for the issuance of a construction permit (if necessary for the fulfillment of the public contract), based on the full power of attorney from the client. The contractor's activities also include the supervision of the designer in accordance with Act No. 283/2021 Coll., the Building Act, as amended. The contractor will ensure the preparation of the necessary documentation for the construction in the required quantity and form. The contractor will also prepare applications for the necessary project permits and ensure their issuance if required for the fulfillment of the public contract. This public contract also includes providing assistance related to the work or its parts during the duration of the Cooperation Agreement, where parts of the work refer to (but are not limited to) safety equipment, operational applications related to safety equipment, for potential future needs of the client to connect the delivered part of the work with another device from a different contractor/manufacturer. The client reserves the right, in accordance with § 100 para. 1 ZZVZ in the Cooperation Agreement, that under the conditions specified in this agreement, they are not obliged to call the contractor to fulfill it if such fulfillment is unnecessary for the client, or they are not obliged to call for fulfillment in full scope of Man-days if it is not necessary for the purpose of this agreement regarding the scope of Cooperation. The client also reserves the right to adjust the contractual price agreed in the Cooperation Agreement under the conditions and manner specified in Article 5.3 and subsequent articles of this agreement.
