Romania – Professional IT Services for Development and Maintenance of the APIA Payment Request Management System

This contract involves the provision of development, expansion, and maintenance services for the APIA payment request management system. The goal is to support the institution's activities related to managing European and national funds aimed at supporting agriculture through a framework agreement. Development services will be requested by the contracting authority through subsequent contracts based on legislative changes and identified application development needs. The procurement includes two main categories of services: A. Development of new functionalities/modules and updates to the existing SI-APIA system in accordance with changes in European and national regulations and organizational changes. B. Monthly support services for the operation of the IT system, including Call Center services (levels 1, 2, 3, and 4), corrective maintenance, and system administration. Detailed specifications and technical requirements for each service category are provided in the specifications document. Subsequent contracts will be awarded based on the framework agreement, which will serve as the legal basis for payment, depending on the contracting authority's needs. The framework agreement will be governed by specific unit prices for each service category, which will apply to all subsequent contracts awarded during the agreement's duration. The framework agreement is expected to be in effect from October 2022 to October 2026, with an estimated 6 to 10 subsequent contracts awarded annually based on APIA's needs. Economic operators can request clarifications up to 18 days before the bid submission deadline, and the contracting authority will respond to all clarification requests in the 11th day before the submission deadline.
