The KOSMOS Festival 2025 is scheduled to take place from June 13 to June 15, 2025, around the Schloßteich and adjacent areas in Chemnitz, expecting around 70,000 attendees. The primary target audience is individuals under 40, but all age groups are welcome. The festival will start in the afternoon on June 13 and conclude around 6:00 PM on June 15. At least 20 areas within the event site will host interventions in art, society, sports, and business, accommodating at least 10,000 attendees. Events will be held both indoors and outdoors. As this is the fourth KOSMOS Festival, existing opportunities will be utilized, and new settings will be created. All relevant offices, such as the Green Spaces Office, Regulatory Office, and Civil Engineering Office, are involved in the preparations. The goal is to engage as many people as possible, shape the urban community, and experience the city of Chemnitz anew. Musical offerings, readings, workshops, discussions, and information sessions will be part of the KOSMOS Festival 2025. The KOSMOS originated in 2018 as a direct response to far-right and racist riots in Chemnitz, leading to the organization of #wirsindmehr, a pop-musical statement for tolerance and against right-wing violence, attracting around 65,000 visitors. This strong international statement was made possible by a swift reaction to current political events. In July 2019, the first KOSMOS Festival in Chemnitz celebrated 50,000 visitors with live music, art, sports, literature, and discussion panels, focusing on social participation and cultural exchange, which laid the foundation for the KOSMOS Festival project. The event area is located in the inner city of Chemnitz, encompassing both private and public spaces, road connections, green areas, and various indoor spaces. There is no existing event infrastructure on these sites, so planning and implementation of power, water, and security infrastructure must be done in close coordination with the relevant authorities and service providers. Additionally, parts of the event area are under monument protection, and specific species protection requirements apply to some areas. The contracting authority is currently developing comprehensive sustainability guidelines that integrate ecological, economic, and social action fields, which must be considered in all planning processes, such as waste disposal organization, personnel planning, or implementation of awareness concepts. The tender requires holistic planning and execution of the KOSMOS Festival 2025 production. The interdisciplinary KOSMOS Festival 2025 is divided into several central thematic areas, with music, sports, society, art, and business forming independent pillars that shape the program and allow for interdisciplinary diversity. A service provider is being sought for the setup of event spaces, including communication with relevant offices, event conception, planning, coordination, and technical execution of the festival. The contract includes technical production planning and coordination/realization of the KOSMOS Festival 2025, as well as security planning and event management in connection with budget control for the services covered by this tender. To provide these specialized and comprehensive services, relevant expertise and experience in technical services and planning for the event industry, as well as good networking with local and regional partners and stakeholders, are required. Close collaboration with the European Capital of Culture Chemnitz 2025 gGmbH as the organizer is essential for smooth implementation. Service requests may occur on very short notice, sometimes less than 12 hours in advance. A prompt response to such requests and good availability are therefore crucial for successful collaboration. The contracting authority remains the organizer of the KOSMOS Festival 2025. For special tasks, we intend to commission additional independent contractors (especially for media support and documentation) who specialize in event and/or festival operations. These specific contracts are not part of this tender. The formal act of applying for spaces and concluding insurance, as well as the content design of the program, are also excluded from the tender. The latter will be managed by external teams from the urban community responsible for curation and active participation. Collaboration and coordination with these other contractors, curatorial teams, and the involvement of associations, companies, and individuals from the urban community are essential to meet deadlines and ensure the festival's democratic objectives.
