Training Services for Customs Agency Staff in Bulgaria

This public procurement contract is for conducting training sessions aimed at enhancing the qualifications of employees at the Customs Agency. The contract includes a variety of training programs grouped into 11 specific categories, which are as follows: 1. Specialized IT training and certifications; 2. Forklift operator certification course; 3. Training services for obtaining driving licenses for vehicles in categories C+E and D; 4. Postgraduate training in International Economic Relations and Customs Policy or Legal Regulation and Customs Control; 5. Training under the National Training Program and educational materials; 6. Training for personnel working with ionizing radiation sources; 7. Foreign language training; 8. External training for experts, auditors, and quality managers for ISO 17025; 9. Training for sampling goods for customs and excise control; 10. Preparation courses at the Military Academy "G. S. Rakovski"; 11. Training for safe handling of weapons. This open procedure will award services under category 1, specifically IT training based on the current needs of the Customs Agency, with all related commitments for delivery, organization, and execution of the training to be undertaken by an external contractor. The training areas include methodologies and business analysis, databases, software testing, Excel, Microsoft, RedHat/Linux, networks and security, HCL, law, AI, machine learning, management, identity and access management, and IBM. Detailed topics are outlined in the technical specifications. The estimated value of the contract is 2,609,170 Bulgarian Lev (BGN) excluding VAT. The estimated value for category 1 is 2,463,100 BGN excluding VAT. The contract will be awarded under the conditions specified in the public procurement law, and offers exceeding the announced estimated value will be rejected. If funding is not secured, the activities under category 1 will not be executed. The execution of the contract will begin only after confirmation of secured funding and submission of the required performance guarantee by the contractor.
