The winning bidder is responsible for the subscription distribution of the National Sport daily newspaper and the National Sport Magazine based on the recipient database provided by the contracting authority. The winning bidder is also responsible for collecting subscription fees from subscribers who choose cash payment. A replacement paper service must be provided every day within the administrative boundaries of Budapest. The place of performance is the administrative territory of Hungary. Unified requirements for the National Sport daily newspaper and National Sport Magazine: Delivery: for basic service without addressing, on the day of publication, for issues published on Sundays, delivery must occur by 8 AM on the following working day. Delivery is to be made to the recipient's mailbox or to a device provided by the recipient. Customer service: The winning bidder agrees to operate an email customer service to receive complaints related to delivery. Valid customer complaints regarding missed deliveries must be resolved by the winning bidder with a replacement by the next working day after publication. The contracting authority provides 1% of the ordered copies as a replacement for any discrepancies within the batch. The winning bidder must inform the contracting authority weekly about the complaints received and their handling. The winning bidder is required to investigate complaints within 30 days, except for valid customer complaints regarding missed deliveries, which must be resolved with a replacement by the next working day after publication. Fee collection: (collection of subscription fees) If requested by the contracting authority, in the case of cash payment, the winning bidder collects subscription fees based on the subscription contract between the contracting authority and the subscriber, issuing an invoice for the subscription fee, without entering into a subscription relationship with the contracting authority's subscriber. The contracting authority and the winning bidder will settle accounts monthly regarding fee collection. The winning bidder will carry out cash fee collection in their own name upon the contracting authority's order. The contracting authority will provide the necessary data files for fee collection by the 3rd working day of the month preceding the subject month. Replacement paper service: Within the administrative boundaries of Budapest, multiple copy delivery occurs every publication day in the early hours for a rarely changing recipient group on an annual basis. The winning bidder is responsible for dispatching the papers delivered along with subscriber copies based on the provided address list. During dispatch, papers must be bundled and covered for each address, with delivery on the day of publication. The covers are printed by the winning bidder based on the electronic data file received from the contracting authority. S-service: Nationwide delivery occurs every publication day in the early hours for a rarely changing recipient group on an annual basis. The winning bidder is responsible for dispatching the papers delivered along with subscriber copies based on the provided address list. VIP service: a unique multiple copy delivery service (e.g., for events). The winning bidder delivers the papers to the specified address and time based on a unique order sent electronically. Data management: The winning bidder provides FTP server access to the contracting authority for the secure exchange of data necessary for delivery and cash fee collection, as well as information related to customer complaints.
