Cleaning Services for Romanian Auto Registry

This contract involves the procurement of cleaning services for the Romanian Auto Registry (R.A.R.) offices in Romania. The services will be funded from the registry's own resources, following the requirements outlined in the specifications document. According to Article 160 (1) of Law 98/2016, any interested economic operator has the right to request clarifications or additional information regarding the award documentation, with a deadline of 18 days before the submission deadline for offers. The contracting authority will respond to all requests for clarifications or additional information on the 11th day before the submission deadline. Requests for clarifications received within 17 days of the submission deadline will be considered late and will not be answered. Modifications to the framework agreement or public procurement contract during its validity period can be made under the conditions specified in Article 221 of Law 98/2016. The documentation includes minimum and maximum quantity estimates that may be requested throughout the framework agreement, which are not exact quantities but rather estimates based on the contracting authority's actual needs. The buyer reserves the right to increase the estimated quantity by up to 10% for each category of services. The price for any additional services will be based on the financial proposal underlying the framework agreement. The estimated value of the procedure will be expressed as a range, with the minimum representing the estimated value for evaluating offers and the maximum including potential increases. The maximum estimated value is 22,588,991.57 lei excluding VAT. Changes to the contract based on this clause will be considered non-substantial modifications.
