Engineering and Construction Services for Energy Efficiency in Residential Buildings

The purpose of this open procedure is to select a contractor for engineering services (design, construction, and author supervision) to implement energy efficiency measures in 16 multi-family residential buildings located in the municipality of Sliven. These buildings have been approved by the Ministry of Regional Development for funding under the procedure "Support for Sustainable Energy Renovation of the Residential Building Stock - Stage I". The scope of the public procurement includes the following activities for all 16 multi-family residential buildings, divided into specific positions: - Design: preparation of a working investment project according to the design assignment; - Construction: execution of the construction and installation works (CIVIL WORKS) specified in the investment project; - Author supervision: exercising author supervision according to the Spatial Development Act during the execution of the construction and installation works. The deadline for completing all activities covered by the contract is no later than May 15, 2026. The public procurement will be implemented through non-repayable financial assistance from the National Recovery and Resilience Plan (NRRP) under the procedure "Support for Sustainable Energy Renovation of the Residential Building Stock - Stage I". The first stage of the procedure provides for a 100% intensity of non-repayable financial assistance for eligible expenses. Participants can submit offers for one, several, or all specific positions. The execution contract comes into force after it is signed, and in accordance with Article 114 of the Public Procurement Act, the execution of activities under it should begin after funding is secured, for which the contractor will be notified in writing, as well as for the presentation of the required performance guarantee.
