Brief
This contract involves the purchase of a brand new heavy rescue and firefighting vehicle for the Volunteer Fire Department in Mielenko. The vehicle must be free from any construction, material, manufacturing, or legal defects. The supplier is responsible for delivering the vehicle to the buyer's location at Ochotnicza Straż Pożarna in Mielenko, ul. Strażacka 8, 76 – 032 Mielno. The vehicle must be delivered with a full tank of fuel, a full AdBlue tank, and a full foam agent tank. Detailed specifications for the vehicle are provided in Attachment 1 to the Terms of Reference titled "Purchase of a Heavy Rescue and Firefighting Vehicle for the Volunteer Fire Department in Mielenko" (order number 2/OSP/2025), which the supplier must complete and include in their offer, confirming that the vehicle meets the required parameters and technical solutions. Partial offers are not allowed, as the contract is considered a single entity and cannot be divided for technical, organizational, or economic reasons. Dividing the contract would lead to excessive technical difficulties and costs. The buyer does not require a bid security for this procurement and does not foresee any performance guarantees. To prepare an offer, the authorized representative of the supplier must have a qualified electronic signature. The buyer does not allow partial or variant offers, nor offers in the form of electronic catalogs. The buyer does not foresee supplementary orders or framework agreements. The buyer does not foresee the right of option or orders mentioned in Article 214(1)(8) of the Public Procurement Law. Grounds for exclusion from the procurement process are described in Chapter V of the Terms of Reference. Suppliers may apply for the contract if they are not excluded based on Article 108(1) of the Public Procurement Law, subject to Article 110(2) of the same law. To confirm non-exclusion, the supplier must submit a Single European Procurement Document (SEPD) with their offer. The SEPD must be completed using the interactive form provided by the buyer, available on the procurement process website or at https://espd.uzp.gov.pl/. Additionally, the supplier must submit declarations confirming non-exclusion based on specific legal provisions. This procurement is funded by the European Regional Development Fund under the European Funds for Western Pomerania 2021-2027, Priority 2: European Funds for Green Western Pomerania, Action 2.15: Strengthening Rescue Services.
