Video and Podcast Captioning Services

Monetra Oulu Oy is seeking bids for captioning services for videos and podcasts for its clients (hereinafter referred to as "Clients"). The captioning services include both original language captioning and translation captioning. According to the Digital Services Act (306/2019), videos and podcasts must be captioned in compliance with accessibility requirements, adhering to the international WCAG guidelines at levels A and AA. The aim of the law is to promote the accessibility, quality, security, and content availability of digital services, thereby improving equal access to digital services for everyone. The procurement is not divided into parts, as it is a single entity being procured. Among the Clients involved, the City of Oulu will order captioning services for videos and podcasts that may include city press conferences, city council meeting videos, and Teams recordings targeted at staff. Captioning is primarily needed for spoken languages in the videos, which are English and Finnish. In addition to the aforementioned, the city will utilize the Communications and Marketing framework agreement (Monetra TP 57/2024). Other Clients involved will order the necessary captioning services under the contract resulting from this procurement process.
