UK Greenhouse Gas Inventory Research Programme - Energy, Waste, and Industrial Processes

The Department for Energy Security and Net Zero (DESNZ) is seeking a supplier or consortium to lead the second phase of the UK Greenhouse Gas (GHG) Inventory Improvement Programme, focusing on Energy, Waste, and Industrial Processes and Product Use (IPPU) emissions sectors. The successful supplier must have expert technical knowledge of GHG inventory methodologies and lead a multidisciplinary team including climate scientists, emissions modellers, IPCC guideline experts, UNFCCC accredited experts, and international emissions reporting specialists. Key responsibilities include developing new or updated emission factors and activity data, conducting sector-specific original research, engaging stakeholders, and establishing a dedicated programme management office. The research will combine desk-based analysis, stakeholder engagement, laboratory testing, model development, fieldwork, and quality assurance procedures to produce a scientifically robust, transparent, and resilient UK GHG inventory that can quantify emissions uncertainty and improve representation of diffuse source emissions. The final inventory must align with Intergovernmental Panel on Climate Change (IPCC) guidelines and support the UK's decarbonisation efforts using open, transparent models that enable identification and correction of methodological risks and weaknesses.
