Design and Build Contractor for Upper Acre Residential Development – 424 Mixed-Tenure Homes

Eastleigh Borough Council is seeking a design and build contractor to deliver the Upper Acre phase of the One Horton Heath (OHH) development, a landmark mixed-use scheme comprising up to 2,500 residential units across multiple phases. Upper Acre will deliver 424 new mixed-tenure homes along with associated infrastructure, landscaping, and open spaces. The project benefits from approved planning (outline approval dated 27 October 2025, reserved matters approval dated 19 March 2026) and a committed infrastructure delivery programme. Key project milestones include site start in March 2027, first plot completion in September 2027, and final completion in May 2030. The contractor will be appointed under a JCT Design and Build Contract 2024 and will work within a framework where critical infrastructure is being delivered early and in parallel with residential development. This procurement follows a competitive flexible procedure under the Procurement Act 2023, comprising an initial conditions of participation stage (Procurement Specific Questionnaire submission) leading to a shortlisted tender stage with single-stage submission and interview, with potential for additional stages including best and final offer negotiations.
