Train and Vehicle Support Services Framework

Framework agreement for planned and unplanned rolling stock vehicle moves, vehicle recovery, shunting services, tire turning, and related supporting services for UK train operators and rail infrastructure providers. WM Trains is procuring this framework on behalf of participating authorities, which include all Train Operating Companies (those providing passenger railway services under franchise or Secretary of State agreements), Network Rail Infrastructure Limited, holders of passenger or station licenses under the Railways Act 1993, and DFT Operator Limited or successor parent companies. Suppliers will contract directly with WM Trains, but the framework allows participating authorities to call-off services via subsequent work schedules under the Procurement Act 2023. The framework agreement may be novated or assigned to Train Operating Companies or parent companies following corporate restructuring. A current list of eligible train operating companies is available at the UK government's public register of rail passenger contracts.
