University Campus Construction Project in Romania

The University of Medicine, Pharmacy, Science and Technology 'George Emil Palade' in Targu Mures (UMFST G.E. Palade Targu Mures) is initiating a public procurement process for a contract focused on the design, technical assistance, and execution of works related to the investment objective: Technical University Education Campus Ergopolis. This project includes the following key components: - Design services; - Project management from the contractor; - Technical assistance from the designer during the execution phase; - Execution of works related to the Technical University Education Campus Ergopolis. The total estimated value of the contract is 52,875,590.69 lei excluding VAT, which includes: 1. Design services: 1,400,000.00 lei excluding VAT; 2. Technical assistance from the designer during the execution phase: 300,000.00 lei excluding VAT; 3. Execution of works related to the investment objective: 51,175,590.69 lei excluding VAT, of which the construction and materials value is 44,617,818.19 lei excluding VAT. The project budget includes various and unforeseen expenses, budget margin expenses, and implementation reserve expenses for price adjustments according to the general estimate prepared by the designer in the SF phase regarding the Technical University Education Campus Ergopolis, with a maximum value of 18,826,024.29 lei excluding VAT (Various and unforeseen expenses - 2,330,995.85 lei excluding VAT; Budget margin expenses - 13,371,781.17 lei excluding VAT; Implementation reserve expenses for price adjustments - 3,123,247.27 lei excluding VAT). Provisioned amounts are not applicable (Clause 49.3 of the Contract). There is no overlap between the provisioned amounts, various and unforeseen expenses, budget margin expenses, and implementation reserve expenses for price adjustments. Suppliers can request clarifications until 21 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all clarification requests on the 11th day before the deadline for submitting offers.
