Mobile Container Systems for Fuel Drum Washing and Filling

The Danish Army's current solution for washing and filling fuel drums is no longer operational. Therefore, there is an urgent need to replace the existing system with new container-based facilities for washing and filling fuel drums. These facilities will be used in the Army's training activities and brigade building, and are expected to be utilized for Host Nation Support within NATO operations. Significant national security interests necessitate that the Armed Forces place an order with a company that can deliver the required equipment as quickly as possible, as delivery and implementation time is critical for building combat readiness. Adhering to standard procurement procedures risks leading to an unacceptable supply security situation. Consequently, the Ministry of Defence has entered negotiations with GPV International A/S for the production and delivery of container-based facilities for washing and filling standard fuel drums, along with an equal number of storage containers. The storage containers must include all necessary accessories, such as hoses, tank connections, first aid kits, and covers for the facilities. The entire system will be covered by a service contract that includes inspections, spare parts, repairs, and modifications. The Ministry of Defence intends to contract with GPV for the acquisition of up to 6 facilities, including operation and maintenance. Contracts will not be awarded until 10 calendar days after the publication of this notice. The Ministry of Defence assesses that there are no reasonable alternatives, and that the direct award is justified under Article 346(1)(b) of the Treaty on the Functioning of the European Union.
