Brief
The Lapland welfare area is seeking bids for 3D intraoral scanners needed for dental care, as outlined in this request for proposals and its attachments. The equipment must be suitable for digitally scanning intraoral structures, teeth, and gums. It will be used for documenting and planning treatment, designing orthodontic appliances, implementing assistive devices, and aiding in prosthetics and restorative care. The procurement is divided into three (3) categories. Bidders must submit proposals for all categories and their subcategories as follows: POS 1 / 3D Intraoral Scanners A and B * POS 1.1 / Scanner Set A * POS 1.2 / Scanner Set B Bidders must offer intraoral scanners for subcategories POS 1.1 (A) and POS 1.2 (B) that are products from the same manufacturer. The scanners do not need to be the same model, but they must belong to the same software and/or cloud ecosystem to ensure full compatibility. The design and operating software used in both subcategories must be the same to ensure compatibility, consistent workflows, and a uniform user experience across the dental care services in the Lapland welfare area. POS 2 / Consumables * POS 2.1 / Disposable Imaging Tips POS 3 / OPTIONS * POS 3.1 / Post-Warranty Maintenance Agreement * POS 3.2 / Spare Parts and Accessories * POS 3.3 / Software (other than orthodontics and prosthetics) * POS 3.4 / Hourly Rate Outside the Contract Partial bids and alternative bids are not allowed. This is a total procurement, and one (1) supplier will be selected from the accepted bids. The contract will come into effect once both parties have signed it. The contract period begins on June 1, 2026 (target) and will last until May 31, 2028. The contract includes two (2) one (1) year option periods from June 1, 2028, to May 31, 2029, and from June 1, 2029, to May 31, 2030. The buyer will notify the supplier in writing of the use of the option period no later than six (6) months before the end of the current contract or option period. The procurement allows for the purchase of up to 20 scanner sets. The goal is to acquire 5 to 7 units immediately upon the contract's commencement. During the contract period, the welfare area will allocate funds for these procurements each year separately. If funding is not granted, no procurements will be made in that year as per this request for proposals. Consumables needed for the devices will be purchased based on the number of procedures performed with the devices. The number of procedures across the Lapland welfare area is approximately 2,000 to 2,500 per year. The procurement quantities stated in the request for proposals are estimates and do not constitute a binding purchase obligation for the buyer. The buyer is not committed to any minimum purchases during the contract period. The offered products must comply with the directly applicable regulations of the European Union, Finnish laws and regulations, and directives issued by authorities. The bid is binding and must be prepared entirely in Finnish.
