Romania - Air Transport Services for Domestic and International Passengers

This is an open bidding procedure for the procurement of air transport services for passengers on domestic and international flights, with an estimated value between 101,990.40 and 1,062,400.00 lei excluding VAT. The framework agreement resulting from this procurement will cover 'Air Transport Services for Passengers on Domestic and International Flights' for a period of 48 months and will be concluded with all participating economic operators who submit acceptable offers. Subsequent contracts for international passenger air transport services will be awarded through a competitive process among the signatory economic operators of the framework agreement, based on the destinations, economy class (including checked baggage), duration, and travel conditions established by the contracting authority during the competition resumption phase. Low-cost air transport services may be procured only if there are no economy class flights available on the respective route(s), as confirmed by the economic operators who will sign the framework agreement through their offers in response to the re-bidding invitations. During the competition resumption, the award criterion will be the lowest price for the requested air transport services. If multiple airline tickets are requested through the same re-bidding invitation, the criterion will be the lowest total price for all requested tickets. This price will include all costs that the contracting authority will have to pay, including the actual ticket purchase price paid to the airline, applicable flight taxes, and the service fee charged by the economic operator. Modification/cancellation fees for the ticket, which are the responsibility of the contracting authority, are not included in this price. Suppliers can request clarifications up to 18 days before the deadline for submitting offers/applications. The contracting authority will respond clearly and completely to all requests for clarifications or additional information on the 11th day before the deadline for submitting offers.
