Pharmaceutical Products – Medicines and Antineoplastics

This procurement procedure involves the acquisition of various medicines and antineoplastics, divided into 301 lots as specified in the public procurement documentation. Contracts will be awarded quarterly, and the quantities listed are estimates. The contracting authority is not obligated to purchase the minimum or maximum quantities during the framework agreement. The estimated value of the largest subsequent contract for each lot is detailed in Annex 1 of the documentation. Suppliers can request clarifications up to 20 days before the deadline for submitting offers. The contracting authority will respond to all clarification requests on the 11th day before the submission deadline. According to Articles 118 and 119 of Law 98/2016, subsequent contracts may be partially executed with renewed competition if the adjusted price of the second or third-ranked offers is lower than that of the first-ranked offer. The re-offering will focus on the price of the subsequent contract (excluding VAT). Following the re-offering, the subsequent contract will be awarded to the newly ranked first offer.
